J. Mills Development & Consulting Services

J. Mills Development & Consulting Services was created from extensive, hands-on experience in grant writing, program development, and organizational growth for nonprofit organizations and small businesses that are not yet large enough to maintain a full internal development department.

We often say that we are building the plane while flying it—because many small organizations are doing meaningful work without the staffing, systems, or infrastructure needed to fully support their vision. Small businesses and nonprofits are frequently expected to run programs, hire staff, meet funder requirements, track outcomes, and grow sustainably—often without having a dedicated team or clear roadmap to do so.
That is where we come in.
We take pride in serving as the development department for small businesses and community-based organizations throughout Cook County and across Illinois. Our work extends beyond grant writing. We support the full picture—program design, staffing structure, compliance, reporting, and outcome measurement—so organizations can grow with intention and stability.
